Verification of electric meters: Verification period and the time between the verification intervals

To register the consumption of electricity in each apartment or house the following instruments are installed electric meters. The correctness of their work is checked at certain intervals. Such a check is called a verification.

Verification of electric meter: verification period and the verification interval

What is verification of electric meters

Federal Law of the Russian Federation #102 (On ensuring the uniformity of measurements) and law №261 (On energy saving and energy efficiency, as well as on amendments to certain legislative acts of the Russian Federation) states that only verified electric meters are allowed.

Verification is a compulsory procedure, it confirms the serviceability of the meter for metering tasks. It is a comparative analysis of the readings of an electric meter with a reference, which has a smaller error. On the basis of the measurements made according to the methodology of verification for a particular model of instrument, the magnitude of the error is determined. As a result of the procedure a certificate of verification or certificate of unsuitability is issued.

Verification procedure is as follows:

  • Examination of the meter for damage;
  • Verification of the strength of the electrical insulation;
  • Determination of errors in the operation of the counting mechanism;
  • Check the device for self-running;
  • Verification of the value of the sensitivity threshold.

Independently determine the error in the operation of the device can be determined as follows:

Three hundred-watt incandescent bulbs are connected in parallel and connected to the mains. The rest of the power consumption is switched off. A stopwatch records the time for the disk to make five rotations, or an LED records 10 blinks.

The data obtained are entered into a special formula:

E = (P * T * A / 3600 - 1) * 100%

in which:

  • P - power consumption, kW;
  • T - time of one disc rotation , sec;
  • A - transmission ratio (specified in the certificate or on the meter's case) is the number of disk revolutions per 1 kW∙h, p/kW∙h
  • E - error.

Например: (0,3*(102/5)*600/3600-1)*100%=2%.

If the result is negative, the meter overestimates the readings. If it is positive, it lags. The permissible error is 2% in either direction. If this reading is higher, the device needs to be verified.

Types of verification

According to Decree of the Government of the Russian Federation №250 of 20.04.2010, all types of electric meters are included in the list of measurement devices subject to verification.

There are several types of verification of electric meters.

Initial

Conducted at the factory and is a check of the functionality of the device and compliance of the determined values with the established standards. During diagnostics the actual error is calculated, compared with the allowable error, the results are recorded in the data sheet of the electric meter together with the date of work. With regard to foreign products, verification is performed before importation into the country.

Periodic

Carried out by employees of the metrological organization, after the designated period of operation or storage of the device. In the course of it the probability of meter readings to the permissible degree of error is determined.

Extraordinary

It is carried out in the interval between periodic verifications. The reason for forced diagnosis may be:

  • The need to replace the electric meter;
  • Repair of the equipment;
  • Loss of the technical documentation of the appliance;
  • At the request of the owner if there is any doubt about the accuracy of the meter readings.

Do new electric meters need to be verified?

An electric meter that has just been purchased in the store does not require verification. This is explained by the fact that each device has already passed this procedure after manufacturing at the factory. But if the device has been in storage for a long time before installation, it is necessary to subject it to verification.

For different types of meters, the time interval allowed for storage differs. For single-phase devices it is 2 years. Three-phase devices are stored for no more than one year from the date of manufacture. Therefore, companies involved in the sale of electric meters, purchase began to produce small batches so that at the time of sale the device has not expired.

Verification interval for mechanical and electronic meters

The allowable period of operation of the meter between two verifications is called the verification interval, and it is different for each model of device. The IPI is specified in the data sheet by the manufacturer, and ranges from 4 to 16 years for different types of electric meters. The date of the last verification should be indicated on the body of the electric meter.

For example, for a meter Mercury 230 IPI is 10 years, for Mercury 201 и Energomera CE 101 - 16 years.

Single-phase

For single-phase induction meters, the verification interval is 16 years. The exception is devices where the value of the nominal current is 5 - 10 A, for electronic - from 5 to 16 years, depending on the value of the nominal current.

Three phase

Verification intervals for three-phase induction electric meters range from 4 to 8 years. Every 4 years is required for electric meters with a current rating of 3x5A. The others require 8 years until the next verification.

For electronic three-phase meters, the verification interval is defined as 6 years.

Where to go for verification

To call a specialist, contact any metrology laboratory that has accreditation for this type of activity. You can find out the location of the laboratory from the organization responsible for controlling electricity consumption. It is the owner's responsibility to deliver the meter for testing. The Power Supply Company will notify you of the date of verification. If the owner is not sure of the accuracy of the meter, he can initiate the verification on his own, without waiting for the scheduled verification. The owner has the right to choose the metrological organization.

What marks are made after the verification

As a result of the tests a certificate of verification or non-compliance is issued. The data includes the date and the degree of error that was detected during the test. The meter is stamped with a verification mark.

Is it possible not to remove the meter

Yes, there is a way to check the accuracy of the electrical device without removing it from the workplace. This is done by drawing up a contract with a metrological institution and paying for the work. An employee of the CMC comes to the house with the necessary equipment. The work is carried out according to the methodology for a particular model of the device.

The way of verification of the meter at home is considered more expedient because it saves time. It is not necessary to wait in a queue for 2-4 weeks until the work is performed in the Service Center.

How much does verification cost

The amount for verification of electric meters depends on the chosen institution, its urgency and the type of electricity meter:

  • Induction single-phase counters - from 650 rubles.
  • Electronic single phase meters - from 720 rubles.
  • three-phase induction electricity meters - from 750 rubles.
  • three-phase electronic type meters - from 820 rubles

The cost of the service is relevant for the work in the laboratory. Does not include costs for removal of the device and its delivery.

The period of work is about two weeks.

It is possible to order an accelerated verification, but the amount of payment for the procedure will increase:

  • 5 days - plus 25% to the amount;
  • 3 days - plus 50%;
  • 1 day - plus 100% of payment.

As for verification at home, the price will be higher. This usually includes the cost of delivering the necessary special equipment. A single-phase meter will cost 2,500 rubles, three-phase - 3,500 rubles. If the technician arrived, and the diagnosis for some reason was not carried out, the owner will have to pay 1000 rubles for a false call. If the verification took place, for the issued a duplicate, confirming its conduct, an additional fee of 1000 rubles is required.

For legal entities, the final amount for all services will increase by the rate of VAT.

Verification without removal of the device is expensive, but less troublesome procedure.

Who pays for the service

В The decree of the Government of the Russian Federation №442 from 04.05.2012 and clause 145 says that all the costs necessary to maintain the meter, its safety and security, will be covered by the owner.

What to do if the verification period has expired

Verification of Electric Power Meter: Verification Period and Verification Interval

After the expiration of the verification is acted upon depending on the accuracy class of the device. If the class is 2 or 1, the device is verified. Perform it within a month.

Electric meters with an accuracy class of 2.5 or more are not subject to verification and They must be replaced..

Is there a responsibility for failure to verify

There are no penalties for failure to verify electricity meters.

When a meter expires, its readings are considered invalid. You will have to pay for electricity in accordance with the standard rate, which significantly exceeds the actual use of electricity.

Employees of the power supply company will draw up a statement of unspecified electricity consumption, according to which a recalculation will be made from the date of expiration of the verification period.

Verification of Electric Power Meter: Verification Period and Verification Interval

The first four months the amount of electricity consumption will be equated to the average monthly figure, or to the data of the electricity meter, and then according to the established standards.

Conclusion

The owner of an electricity meter must remember that it is up to him to control the dates of verification and relevance of their passage. Self verification is prohibited and considered invalid. It can only be performed by an accredited metrology laboratory. Timely verification of electric meters will save you from problems and conflicts with power supply institutions and with the AC.
