Preparation of documents and submitting an application for technological connection
An important condition is that you should choose a grid company from the closest ones. Before applying to a grid company in order to submit an application for technological connection and conclude a contract, you must prepare the following documents:
- Application for technological connection, a sample and form to fill out which you can find on the website of the grid company or take in its office;
- Copies of documents confirming the title to the land plot (house);
- If there is construction in progress on the land plot to be connected, you need a list of equipment that consumes energy. If there is already a residential home on the site, you need a list of household appliances that are major energy consumers;
- Site plan;
- Passport of applicant and TIN certificate.
IMPORTANT! Application for connection to the site (house) of electricity must be completed in two copies, one of which remains with the network company, the other - with the applicant.

Conclusion of the agreement on technological connection and technical specifications
After receiving an application for technological connection 30 days, during which it must prepare a draft agreement for technological connection and technical specifications (TS) for power with a maximum power to be connected up to 15 kW for household needs.
If the value of the power to be provided to the consumer is in the range of 100 - 750 kW, then the period of preparation of the draft contract and specifications by the grid organization is 15 working days
IMPORTANT! If the consumer has not submitted all documents with the application for technological connection, the grid organization is obliged to notify the consumer of this within a specified period, equal to 6 working days from the receipt of the application. In this case, the countdown of 15 working days, during which the draft contract and TU must be prepared, begins from the moment the applicant provides all the missing information.
Why do I need to obtain a TU for power supply?
Technical specifications for power supply is a document containing the requirements that must be met in order to connect to the electricity grid, to increase the power consumption, etc. It is an appendix to the contract for connecting to the power grid.
Obtaining this document is a prerequisite, the implementation of which will avoid problems in the process of technological work to connect the site (house) to the electricity.
What data is contained in the TU?
First of all, the draft TU for connection of electricity includes a plan of the location of the connection facilities, as well as the following information:
- address of the site;
- Name of the object;
- Reliability category, voltage and load data (in kW);
- information about the parameters of the power grid and the availability of standby power;
- indication of method and connection points;
- calculation of rated short-circuit current;
IMPORTANT! It is recommended to entrust the preparation of specifications to a reliable organization with an appropriate license. In this case, the most responsible stage for the consumer is the preparation of the application.
For example, if you expect to heat the house and get hot water using electricity - it is definitely worth notifying.
TU should comply with GOST R. They establish the order and the amount of work to be performed by each of the parties to the contract.
Fulfillment of all clauses of the TU are also necessary so that the parties to the contract can sign an act confirming the completion of all the works described.
Only after all the conditions specified in the specifications are met, the object is connected to the power grid.
What documents are required to obtain the TU?
When you apply to an energy organization in order to get the TU, you should have the following documents with you:
- A photocopy of the applicant's passport;
- Photocopies of documents evidencing ownership of land (houses) to be connected to the grid. Copies shall be certified by notary;
- construction permit;
- A document showing the boundaries of the site (this may be a situation plan or topographic survey of the area);
- The value of the required load (standard power for domestic needs - 15 kW). If you need more - you need to specify the required value.
Sample Agreement on Technological Connection to Power Grid
Agreement on technological connection to power grids must contain such information as: requisites of the applicant, description of the point of connection to the power grids, the maximum capacity limit for the applicant, the activities performed by the parties to the agreement, a list of the parties' rights and obligations, the fee and the payment procedure for connection to the power grid, the order of division of the built facilities, the responsibilities of each party and the order of settlement of possible disputes.
The model contract can be found in Appendix No. 8 to the "Decree of the Government of the Russian Federation dated December 27, 2004 No. 861 (ed. of 30.01.2019) "On approval of the Rules for non-discriminatory access to electric power transmission services and provision of such services, the Rules for non-discriminatory access to operational dispatch management services in the electric power industry and provision of such services, the Rules for non-discriminatory access to services of the wholesale market trading system administrator and provision of such services and the Rules for technological connection of power receiving devices of electric power consumers, electric power generation facilities, and electric power facilities .
Performance of works according to the technical specifications on the part of the applicant
The company performing the connection of a site to electricity is obligated to provide everything necessary for connection outside of the applicant's property. It is the applicant's responsibility to provide technical conditions on his property.
The applicant must:
- Pay for technological connection in the amount of 550 rubles (if the basic connection is carried out, otherwise the amount may change);
- Develop project documentation;
- Execute the specifications themselves, prescribed for the applicant;
- Notify the network organization of the TSp implementation;
- Inspect the executed specifications together with a representative of the networking organization;
- If inspection (see item 5) reveals any defects - eliminate them.
Inspections by an inspector and commissioning
The inspector shall inspect the site and provide all necessary documents.
Firstly, it is a document of compliance with the conditions prescribed in the specifications, which is issued by the organization that prepared the specifications.
Secondly, it is an act of acceptance of electrical installation work. This act is a document specifying a list of installed electrical equipment with their passports, describing the types of work performed on the installation of electrical wiring, as well as junction boxes, sockets, switches. The act shall comply with the house electrical project. If any changes were made that are not included in the project, they shall be agreed with the design organization.
On the basis of the documents provided, the inspector draws up a certificate of connection to the electricity network.
Obtaining an energy supply contract
According to clause. 72 "Basic Provisions for the Operation of Retail Electricity Markets," which were approved by Government Decree No. 442 of May 4, 2012, the fulfillment of obligations to the consumer to supply electricity by an electricity supplier does not depend on the existence of a contract on paper.
In fact, the contract is considered to have been concluded if the consumer has been connected to the power grid in the manner prescribed by law and consumes electricity. In this case, the start date of the period for which the consumer has paid the electricity bill is the start date of the contract.
If the consumer has nevertheless decided to draw up an agreement on paper, then he should apply to the organization that supplies electricity with an application and the documents attached, namely:
- a copy of the passport;
- documents confirming the right of ownership;
- an act of technological connection;
- the certificate of metering device commissioning or other documents confirming the fact of the metering device commissioning (if metering devices are available).
The contract must be drawn up by the electricity supplier within 30 days of the consumer's request.
How much does it cost to install electric power?
There is a basic cost for connecting electricity, which is 550 rubles, but in order to be connected at this rate, the following conditions must be met
- the amount of power required is not more than 15 kW;
- the nearest power line of the necessary voltage is not more than 300 meters for cities and towns and not more than 500 meters - for rural settlements
- one source of supply is required;
- electricity consumption will not be carried out for production activities.
In other cases, the cost of connecting electricity will be determined according to the established tariffs, which are regulated by the local executive authorities.
The cost of connecting electricity can be 5-500 thousand rubles, depending on:
- required capacity;
- number of supply sources
- distance from the site to the nearest pole
- cost and nature of specifications.
IMPORTANT! Despite the possible monetary costs, it is necessary to connect to the power grid according to all the rules, in accordance with the current legislation of the Russian Federation. Unauthorized connection to the power grid line will result in severe fines and penalties up to and including criminal liability for the unscrupulous user!
Terms of connection
It should be borne in mind that the specifications remain valid for 2 years. Legislation stipulates that the grid company is obliged to fulfill its part of the obligations under the TU within 6 months from the date of signing the contract. In the remaining time (before 2 years have passed), the applicant has to fulfill his obligations. Then he sends a notice to the organization, which within 10 days inspects the conditions fulfilled by the applicant, and in the next 5 days, if there are no censures, implement the actual connection of the consumer to electricity.
Thus, the minimum connection time is approximately 7 months, but in practice this is very rare.
IMPORTANT! Sometimes the grid company may offer you to sign an additional agreement to the specifications and technological connection in order to extend the deadline. You should not do this, as in this case the organization will probably not fulfill its obligations on time and it is not known whether it will fulfill them at all. Such agreements are a loophole in the law and do not entail any benefits for the applicant.
Electrification under the federal program
From time to time there is information about a certain federal electrification program, the essence of which is that if you meet a number of requirements (which are interpreted differently in different sources), the applicant pays only 550 rubles, and all other costs are borne by the state.
However, the basic cost of connecting the site to the electricity is already 550 rubles, without any state program. So it is worth noting that at the federal level, there is no program for electrification, but they can be carried out at the level of the region, which is worth considering and keeping in mind.
Electrification of garden associations
Electrification of a gardening non-commercial partnership (SNT) has its own peculiarities. Each individual member of the partnership should not solve the problem of connection to electricity on their own.
Usually, the decision to connect is made at a general meeting of all members of the HOA. If the majority is "in favor" of electrification, the application to the grid organization is submitted by the chairman of the SNT.
IMPORTANT! The network organization will carry out the supply of electricity only up to the SNT. The costs and expenses of organizing the internal power grid will be the responsibility of the members of the partnership.
The costs of connecting in this case could be approximately 30-40 thousand rubles per site owner.
Thus, connecting electricity to the site - a fairly long and labor-intensive process that requires both time and money. However, if you follow all the rules and regulations, contacting reliable licensed organizations and carefully preparing the necessary documents, all inconveniences will be minimized.
